- Eligibility: Individuals with disabilities and the elderly. Applicant must be the homeowner. Applicant must use the home as their principal place of residence. Property must be zoned for residential use.Property Taxes must be paid up-to-date. Property must be located inside the City Limits of Porterville. All combined income must be below 80%* of the median income for household size (household includes all persons over the age of 18 living in the home and earning income)
